Position Summary

To assist the Deputy Prosecuting Attorneys and other office staff in the establishment, modification, and enforcement of child support pursuant to Federal and State Title IV-

D laws. To provide friendly efficient and effective services to custodial and non-custodial parents through interviews, telephone contact and case processing.

Work Environment : Duties conducted primarily in the office with some meetings and / or tasks to be conducted outside the office.

Work hours will primarily be Monday through Friday from 8 : 00 AM until 5 : 00 PM with an hour for lunch. Work Saturday appointments.

Position Responsibilities

1.Interview custodial and non-custodial parents during appointments, walk-ins and by telephone to ensure that those who seek child support services are assisted in a manner consistent with office policies as well as local, State and Federal laws and regulations.

2.During the interview responsibilities may include :

a.Create cases. Enter and update information in ISETS

b.Conduct paternity interviews that may concern sensitive issues regarding the relationship of the parties

c.Conduct support interviews in an attempt to collect child support. Prepare UIFSA paperwork Prepare child support worksheets

d.Enter in ISETS and write in the file complete and legible notes

e.Take appropriate course of action on cases in a timely manner

f.Maintain an average interview time of 35 minutes including notes

g.Assist co-workers with interviews to insure the public is seen in a timely manner

3.Complete all follow-up case processing within the assigned time frame.

4.Process all appointment no show files the same day as received.

5.Process all transfers within 3 business days or sooner when necessary.

6.Return all phone calls within 24 hours.

7.Review and work cases on worklist daily.

8.Process incoming mail within 5 days or sooner if necessary.

9.Conduct interviews by phone and process files same day.

10. Work at the front desk when assigned :

a. Open the office and have the front desk ready at 7 : 55 AM

b. Maintain the front desk sign in sheets and statistics

c. Oversee the efficient flow of interviews to minimize wait times.

d.Maintain the professional appearance and organization of the lobby

e.Notify the appropriate office representative of deliveries

11.Participate in the planning, review and evaluation of the Intake procedures, goals and objectives.

12.Attend scheduled meetings including : monthly group meetings, meetings with Supervisor and evaluation meetings.

13.Thoroughly learn the policies and procedures of the Child Support Division so that accurate information is given to custodial and non-

custodial parents as well as staff of other agencies.

14. Be punctual and have excellent attendance

15.Aide by all policies and procedures set forth in the Marion County Prosecutor Office's Personnel Policies and Procedures Manual.

16.Maintain the confidentiality of records as required by office policy and State and Federal law.

17.Maintain a highly professional attitude and appearance.

18.Ensure that all work is completed in strict compliance with all applicable federal and state regulatory rules, laws and guidelines, including IRS Publication 1075.

19.Be a team player

High school diploma or equivalent required. Paralegal certificate, college degree and / or related experience preferred.

Excellent oral and written communications skills. Ability to efficiently process information and utilize problem solving skills.

Time management skills a must. Ability to manage a large caseload and meet deadlines. Excellent attendance record. Ability to work effectively with a diverse group of people as a cooperative unit.

Works well with the public and maintains a professional public image. Applicant must be a resident of Marion County at time of hire or willing to relocate to Marion County within six (6) months from the date the position is accepted.

Intake paralegal must be able to successfully complete a child support worksheet training class based on worksheet completion within the first 6 months of being hired.

Intake paralegal must take periodic in house re-training courses on preparing child support worksheets and successfully complete each re-

training course in order to maintain employment as an intake paralegal.

NOTE : The math test given, must be successfully passed during the interview process in order to be considered for the position.

1. All employees hired / rehired prior to 1 / 1 / 2017 are grandfathered into PERF Hybrid plan. The Hybrid plan consists of two components :

Annuity Savings Account (ASA) -This consists of the mandatory employee contribution of three (3%) percent of compensation (made for the employee by the City), plus interest credits or earnings.

You're always vested in your ASA portion - it's always yours.

Pension - The pension portion of the retirement benefit is funded by contributions made by the employer over the course of the employee's career and separate from the annuity savings account.

Employees enrolled in the PERF Hybrid plan are eligible for retirement benefits at age sixty-five (65) if they have ten (10) or more years of creditable service.

After June 30, 1995, employees may retire at age sixty (60) with at least fifteen (15) years of credible service or if the member's age in years plus the years of credible service equals at least 85 and the member is at least fifty-

five (55) years of age. With fifteen (15) or more years of creditable service, the employee may retire as early as age fifty (50) with a reduced pension.

2. Employees hired / rehired by the City and County after 1 / 1 / 2017 will be automatically enrolled in the PERF My Choice : Retirement Savings plan.

This plan is an annuity savings account (ASA) only plan and does not have a pension component. Any service that an employee has in the My Choice : Retirement Savings Plan will not count toward the service time requirements for pension eligibility in the Hybrid Plan.

With the PERF My Choice : Retirement Savings Plan, the ASA is split up into two parts :

Part one - This consists of the mandatory employee contribution of three (3%) percent of compensation (made for the employee by the City), plus interest credits or earnings.

You're always vested in your ASA portion - it's always yours.

Part two - This consists of an additional variable rate contribution paid by the City toward your ASA. This variable rate contribution is currently 1% of your gross wages.

Vesting in the value of the variable rate employer contribution will vary by length of participation. You are :

  • 20 percent vested after 1 full year of participation
  • 40 percent vested after 2 full years of participation
  • 60 percent vested after 3 full years of participation
  • 80 percent vested after 4 full years of participation
  • 100 percent vested after 5 full years of participation
  • 3. City Employees hired / rehired after 1 / 1 / 2017 that are members of the City AFSCME labor union can choose to enroll in either the PERF My Choice : Retirement Savings plan or the PERF Hybrid plan.

    Both of these plans are described above. Employees have 60 days to choose which option they want, and by state law this cannot be changed.

    If no choice is made, the employee will then be automatically added to the PERF My Choice : Retirement Savings plan.

    The Indiana General Assembly has enacted a provision that allows public employees to make voluntary contributions in addition to the mandatory three-

    percent (3%) contributions. Employees may contribute up to an additional ten- percent (10%) of their compensation per pay period to the annuity savings account.

    This means that the maximum level of contributions to the annuity savings account under this new provision is thirteen percent (13%) of an employee's compensation per pay period.

    Employees who separate from the city within their first ten (10) years of employment need to contact INPRS - PERF regarding their ASA account.
