To support the ongoing implementation of the Operational Risk Framework across Market Risk.
To enhance the control environment within TRM, with focus on ensuring effectiveness and suitability of controls to meet all regulatory and internal policy requirements.
Ensure effective management of Operational Risk within TRM including ensuring the proper functioning of embedded controls.
RESPONSIBILITIES : Operational Risk :
Process Oversight : Own and oversee Operational Risk issue monitoring, assessment and reporting processes.
Design Control Assessment Standards : Actively engage in control design, review and challenge and UAT process.
Control Roll out : Ensure approved controls are tested.
Control roll out and Control Testing (BAU) :
Develop and maintain efficient, effective and auditable control testing mechanism and complete all testing by due dates.
Maintain up-to-date, accurate and complete process and approved control data in EORP.
Report control test results accurately in EORP and to the Traded Market Risk Operational Risk Excellence (OPEX) Forum by the due dates.
Engage in periodic :
Inherent and residual risk assessments.
Risk assessments on BAU matters (RCA, SORE and EORP Issues) and outcomes of control test results.
Risk register reviews, risk acceptances, control documents and other regular assessments.
Enhance the effective implementation of Group Operational Risk Policy, Standard and other policy requirements Identify and assess key operational risk areas and control gaps.
Work with businesses, asset class, countries, IT and other stakeholders to mitigate the risk and improve controls where necessary.
Support thematic reviews to assess the level of operational risk management in the risk function.
Liaise with Group Operational Risk function and any other Group Assurance functions in operational risk related matters.
Assist with the management of the Traded Market Risk Operational Risk Excellence (OPEX) Forum.
Actively engage in any other periodic project and policy roll outs. Provide details / clarifications to Group 2nd LoD and 3rd LoD assurance teams as needed to support the Group Regulatory team.
Manage and support various aspects of periodic operational risk reporting, metrics and dashboards.
Thoroughly investigate issues and trends with attention to detail in order to provide accurate and comprehensive reporting.
Risk Assessments Strategy :
Support the strategic plan for SCB Group with respect to UK PRA regulatory requirements and Operational Risk requirements.
Support the Traded Risk Regulatory Affairs and Market Risk Capital team in the annual audit of Traded Risk Governance.
In particular, where audit findings require updates to the ORF, assist with the closure of audit points.
Support the strategic intent and collective agenda for Traded Risk Management.
Support the Function’s capabilities, skills and infrastructure to meet ongoing business needs and plans with respect to market risk capital and regulatory requirements.
Provide risk information / updates to Operational Risk Committee / FM / TM NFRC and other NFRCs or governance forums as appropriate.
Continuously improve the operational efficiency and effectiveness of Traded Risk processes.
Identify processes with potential for high operational risk, highlighting to management and engaging in discussion on improving these processes and if necessary, adding new controls.
People and Talent :
Uphold and reinforce clear and effective independence from all stakeholders and ensure control environment is not compromised at any manner.
Lead through example and support the appropriate culture and values within the Function and across the wider organisation.
Key Stakeholders Internal :
All Traded Market Risk staff, including Group Process Owners;
Upstream stakeholders such as FM, TM, IT, FMO, PC, Market Risk Reporting, GBS and other;
Group assurance functions such as Group Operational Risk, CFCC, Group Internal Audit and other;
Prudential Regulation Authority (PRA) and local regulators
The Group's external auditors
KNOWLEDGE AND SKILLS :
Market Knowledge : Experience in the banking industry, including demonstrated success in a similar role. Knowledge of Traded Risk is essential, with in-depth knowledge and experience of Operational Risk.
Prior exposure to EORP is preferred, though not mandatory.
Business Strategy and Model : Ability to appreciate the wider context, spot key risks & potential implications, and identify appropriate controls to mitigate risks.
Experience of spotting linkages and understanding the connections between processes.
Risk Management and Control : Demonstrated ability to understand the potential operational risks associated with processes, with experience of designing and implementing suitable controls to effectively manage such risks.
Well-organised and able to co-ordinate input from others. Expertise in process design and control.
Regulatory Framework and Requirements : Awareness and understanding of the regulatory framework in which the firm operates, and how this feeds into the control environment.
Awareness of regulatory concepts such as market risk capital requirements, Risk Weighted Assets (RWAs), stress testing.
Non-technical Skills : Significant relationship management experience with external stakeholders at the most senior levels.
Strong communication skills, excellent interpersonal skills and multi-cultural awareness and sensitivity.
