Evidence for Policy Design (EPoD) at the Center for International Development at Harvard University has partnered with India’s IFMR LEAD, based at the Institute for Financial Management and Research, to evaluate pressing policy questions in collaboration with several government partners.
Both IFMR LEAD and EPoD are dedicated to using rigorous evidence to address challenging questions at the intersection of economic development and public policy.
Our cutting-edge research examines questions related to governance, financial inclusion, skills training, gender, health and nutrition, and sustainable development, and it draws from a network of academics with expertise in India and around the world.
EPoD India, in partnership with its host institution, IFMR, has an exciting opportunity for a manager-level candidate to help oversee and support execution of our capacity building activities in India and the region.
The Capacity Building Manager will play a crucial role in encouraging the use of data and evidence in policy formulation and implementation among policy stakeholders ranging from newly inducted civil servants to senior officials working across a variety of sectors.
S / he will play an active role in trainings with policy stakeholders, content development, providing follow-up support to trainees, collecting evidence regarding trainings, and developing and contributing to policy-
research collaborations to build organizational and institutional capacities to use evidence. The successful candidate will have a strong background in economics and / or public policy, excellent management and communication skills, and a passion to see greater use of evidence-
informed policies and implementation in South Asia.

2.) Oversee and provide crucial input into development of country-specific case studies and in-class sessions built upon data and research evidence from ongoing research-policy engagements.
3.) Provide inputs on and oversee execution of strategy to provide follow-up support to learners, and collect and document evidence regarding efficacy of trainings in influencing on-
ground practices and systems.
4.) Oversee design and execution of collaborations for building organizational capacities. Activities typical to such collaborations include field-
level scoping and meeting with government officials at various levels to finalize design and scope of engagement, recruitment and management of staff and field teams, implementation and monitoring of study activities, collection and analysis of data, and communications with internal teams and partner institutions.
5.) Recruit and onboard relevant staff for capacity building activities, as needed.
6.) Contribute to fundraising, grant applications, proposals, report writing, and development of other communications materials as needed and relevant to EPoD India’s capacity building portfolio.
7.) Manage relationships with funding organizations and collaborating institutions; work with collaborating institutions to coordinate project administration and logistics.
8.) Oversee administrative requirements of the portfolio, including financial management, budgeting, procurement, contract set-
up and compliance, grant reporting, deliverable tracking, to ensure project proceeds smoothly and within set timelines.
9.) Other activities to support the management and operations of EPoD, and the development of new capacity building opportunities, as requested.
Candidate should be willing to travel in both rural and urban locations and able to take regular calls coordinated across multiple time zones.
