On 18 February 2014, the US Federal Reserve proposed rules (Noticed ofProposed Rulemaking) for Foreign Banking Organizations (FBOs) to implement therequirements of sections 165 of the Dodd-Frank Act, namely :
Enhanced prudential standards (EPS) coveringcorporate governance, risk based capital and leverage requirements, and capital and liquidity planning
Early remediation actions, such as restrictions on distributions when an FBO exceeds certain pre-defined triggers specified by the Federal Reserve
The Federal Reserve Bank interpreted Basel III implementation effort onBarclays US Operations was a multi-year project, impacting multiple entitieswithin Barclays, ultimately resulting in Regulatory Capital and Leverage Ratiorequirement for the US Intermediate Holding Company (IHC).
Significant effort wasrequired to ensure that Barclays is fully compliant with the Fed interpretedBasel Capital Requirements which required following to be put in place :
Implement defined Target Operating Model for Regulatory Capital Calculation
Ability to produce Standardized Basel III Regulatory Capital Charge for the Banking Book positions
Ability to produce Standardized Basel III Specific Market Risk charge for the Trading Book position, including Simplified Supervisory Formula Approach (SSFA) for the securitized product
Ability to produce Modeled based General Market Risk Regulatory Capital Charge for the Trading Book positions
Ability to produce US GAAP and Supplemental Leverage ratios
Ability to manage RWA and Leverage Ratios to meet internal targets
Effective governance - Board and Senior Management Oversight
Internal Audit review
Manage a team in generating Weekly, Monthly and Quarterly US IHC Standardized Basel III framework based Regulatory Capital results
Responsible for producing Standardized Market Risk, General Credit Risk and Counterparty Credit Risk Regulatory Capital results based on US Basel III Framework
Responsible for producing Supplemental Leverage Ratio and Tier 1 Capital Leverage Ratio for the US IHC
Ensure strong control framework is in place to generate the quarterly regulatory reporting and Weekly and Monthly internal business and senior management reporting
Assist in Optimizing IHC Regulatory Capital and ensure synergies are in place between the Group and US IHC Regulatory Capital processes
Assist in Internal and External Audit Reviews
Bachelor of Science / Business Administration degree in Economics, Finance or Accounting
Subject matter expertise in US Bank regulatory capital reporting (Call Report, FR Y-9C, FRY14)
Knowledge of Federal Reserve Bank Basel II.5 / III regulatory Capital requirements
Knowledge of Federal Reserve Bank leverage ratio requirements (Basel I and III)
CPA / CA preferred
MBA degree beneficial
Knowledge of US GAAP accounting
Experience in investment banking products including complex investments
Good communications skills
Good analytical and problem solving skills
Experience in financial and regulatory systems architecture
Good understanding of internal controls
